Ontario’s regulated iGaming market recorded its most productive year to date in 2025, as licensed operators generated just over $4 billion in non-adjusted gross gaming revenue and processed nearly $100 billion in wagers. Updated year-end data confirms that the province continued to expand at a rapid pace across online casino gaming, sports betting, and peer-to-peer poker.
Over the full calendar year, players wagered approximately $98.3 billion across regulated platforms, reflecting a 26% increase compared with 2024. Revenue before tax climbed to $4.0 billion, representing a 34% year-over-year gain. These results completed the picture for 2025 in what remains the most competitive online gambling market in North America by number of active operators.
Because reported figures reflect revenue prior to the application of Ontario’s 20% iGaming tax, provincial tax intake for the year can be estimated at about $807 million. Operators collectively retained roughly $3.2 billion. Since the market’s launch in April 2022, total operator revenue has now reached approximately $10.2 billion, resulting in estimated cumulative tax revenue of $2.04 billion for the province.
Year-End Results Set New Benchmarks
Ontario closed 2025 with record monthly results across key performance indicators. December produced $9.5 billion in wagering activity, the highest monthly handle recorded since regulation began. Monthly revenue also reached a new peak at $425.4 million.
Compared with December 2024, wagering activity increased by 21.5%, while revenue rose by 57.3%. The final quarter of the year marked a sustained period of growth, as monthly handle exceeded $9 billion in October, November, and December. Revenue followed a similar trend, first surpassing $400 million in November before setting another record one month later.
Player engagement and monetization also improved over the year. Ontario ended 2025 with 1.267 million active player accounts, a figure that declined slightly from late-year highs but still represented a 24.5% increase year over year. Average revenue per active player account reached $334, the highest level recorded in the market’s history and a 27% increase compared with 2024.
Online Casino Continues To Dominate Market Activity
Casino gaming remained the foundation of the Ontario iGaming economy throughout 2025. In December, online casino wagers accounted for nearly $8.3 billion of the $9.5 billion total handle, or 87% of all wagers placed that month. Across the year, casino’s share of handle never dropped below 83% and reached as high as 89% during July and August.
Revenue figures showed a similar concentration. Online casino gaming generated $320.5 million in December, representing 75% of the month’s total revenue. Over the full year, casino products produced more than $3.1 billion in non-adjusted gross gaming revenue, confirming their position as the province’s primary revenue source.
Sports Betting Ends Year With Strong Revenue Gains
Sports betting represented a smaller portion of total activity but finished 2025 on an upward trajectory. Monthly sports wagering remained close to $1 billion, accounting for 11% of total handle in December. Over the year, Ontarians wagered more than $12 billion on sports events.
December’s sports betting handle reached $1.09 billion, a 4% decline from December 2024. Revenue results, however, showed a sharp improvement. Sports betting generated $102 million in revenue during November and $99.1 million in December, the two highest monthly totals recorded for the segment in 2025. December revenue was 150% higher than the same month the previous year, supported in part by results across major sports leagues.
Peer-to-peer poker continued to play a limited role. December wagering reached $141 million, with revenue of $5.8 million, each accounting for roughly 1.4% of the total market. The segment remains restricted to Ontario-based liquidity.
Operator Count And Market Changes
By late January 2026, Ontario had 48 licensed private iGaming operators operating a total of 82 gaming sites. These figures exclude the provincially run platform, which reports its results separately.
The operator landscape shifted during 2025. Golden Nugget Online Casino entered the market under DraftKings’ separate casino brand, while Fitzdares, Betiton, MagicRed Casino, and the Wildz group exited the province. The market could soon return to 50 operators, as DAZN received approval to launch DAZN Bet in 2026. Absolutebet has also secured a license but has not yet launched, while High Roller Technologies has an application under review.
Ontario’s continued growth comes as Alberta prepares to introduce its own competitive iGaming framework, positioning Canada for an expanded regulated online gambling footprint in 2026.
